Responsibility
Intentional commission of a corruption offense aimed at incorrect changes in the course of an official sports competition or its result, violation of the ban on placing bets on sports, as well as non-compliance with legal requirements to prevent such violations entails criminal, administrative, civil and disciplinary liability.
A corruption offense that affects the results of official sports competitions is the commission of at least one of the following acts:

bribery of athletes, athlete support personnel participating in sports competitions, officials in the field of sports, coercion or incitement to such actions or conspiring with them regarding the result of an official sports competition (match-fixing) or regarding their provision of an exclusive sports information;

receipt by athletes, athlete support personnel participating in sports competitions, officials in the field of sports money, securities, other property, use of property services, obtaining other benefits and advantages as a result of the acts specified in paragraph 1, or unauthorized use by them exclusive sports information.
Entities (individuals and legal entities) whose rights and legitimate interests have been violated as a result of corrupt influence on the results of official sports competitions or violation of the ban on sports betting, have the right to restore their rights and compensation for damage caused by violation of their rights and legitimate interests .
Damage caused to individual or legal person engaged in sports, as a result of illegal decisions, actions or inaction of the subjects of combating corruption offenses referred to in paragraphs 1-3 of the first part of Article 9 of the Law of Ukraine “On Prevention of Corruption” shall be compensated according to by this Law.
Disciplinary liability established by sports organizations does not preclude any criminal, civil or administrative liability.
According to Article 369 (“Illegal influence on the results of official sports competitions”) of the Criminal Code of Ukraine:
- Influence on the results of official sports competitions by bribing, coercing or inciting or conspiring against the results of official sports competitions in order to obtain an illegal benefit for oneself or a third party or to obtain an illegal benefit for oneself or a third party as a result of such acts –
shall be punishable by a fine of two hundred to one thousand non-taxable minimum incomes, or restriction of liberty for a term of one to three years, or imprisonment for a term of up to three years.
- The actions provided for in part one of this article, committed in relation to official sports competitions of minors or repeatedly, –
shall be punishable by restriction of liberty for a term of two to five years or by imprisonment for the same term.
- Violation of the prohibition of placing bets on sports related to the manipulation of official sports competitions with the result of illegal benefits for themselves or others in the amount exceeding twenty subsistence minimums for able-bodied persons, – shall be punishable by a fine of 2,000 to 4,000 non-taxable minimum incomes, or restriction of liberty for a term of two to five years, or imprisonment for the same term.
According to Article 172-9-1 (“Violation of the prohibition of placing bets on sports related to the manipulation of official sports competitions”) of the Code of Ukraine on Administrative Offenses:
Violation of the prohibition of placing bets on sports by the interested parties of the official sports competition in which they participate, with the receipt of an illegal benefit in the amount not exceeding twenty subsistence minimums for able-bodied persons, –
entails the imposition of a fine of two hundred to five hundred non-taxable minimum incomes of citizens with confiscation of money received as a result of an administrative offense.
The same act committed by a person who during the year was subjected to an administrative penalty for the violation provided for in part one of this article, – entails the imposition of a fine of five hundred to one thousand non-taxable minimum incomes of citizens with confiscation of money received as a result of an administrative offense, deprivation of the right to hold certain positions or engage in certain activities for a period of one year.
